A little less than a week ago, documents spread all over our community regarding the Rebel Penguin Federation. These documents include a decent and thorough investigation regarding the situation, which I highly encourage you to read yourself before reading the rest of the post. To summarize, staff members of RPF created a private server that included various individuals in their community. These two individuals were 28-year-old Beans and 25-year-old Joke. The server in question hosted many concerning instances of sexual misconduct, grooming, and manipulation. RPF initially defended some of these concerns due to the fact the members were “consenting adults”, undermining the victim’s vulnerability against a much older individual aware of their own actions.
As the document mentioned, Age does not equal maturity.
With everything being said, let’s dive in.

Rebel Penguin Federation
Handing of Documents
RPF was handed the first document about 6 days prior to the situation becoming public. A few days after being given the document, they addressed the situation to their High Command and Staff members while not sharing much information on the matter. The statement included the removal of Beans from staff. However, well, let’s just let Link3000’s judgement speak for itself:
‘…Beans is still welcome in the server where she will hold a troop rank…”
If you haven’t noticed, one of the main individuals who was mentioned in the document 19 times, Joke, was not acknowledged even once in this statement. They talk so casually right after the fact and show absolutely no remorse for their actions. The leaders, who had 5 days to analyze and look through the entire situation and document, failed to properly hold accountable the clear safety and security threat to their community.
Joke was secretly demoted by the RPF leaders, without any further punishments, mention, or even acknowledgement of their misconduct ever happening. This is a clear attempt at hiding and protecting RPF in their favor, against a cut-throat case that would’ve hurt their image and legacy. A common theme throughout their history.
The rest of the RPF team presented a lack of care, self-awareness, and empathy towards the situation. No matter how you slice it, this is a direct result of the leaders’ undermining and presenting a comical nature towards the situation. This is a common tactic they often utilize on their troops to make them seem like everything they do is morally right in order to protect their legacy.
The Response Post
In RPF’s response post, they continue to move the narrative towards the individuals who brought up this case and questioned RPF’s judgment and actions. They focused on the intentions of Miffy and Ellie and tried to shift the blame onto them as a case of anti-RPF propaganda. This is ironic, seeing as RPF harbored the same type of people that they were supposedly against in their post… and still do to this day.
The RPF leaders reached out to the victim to provide a statement as an act to clear their own names. The victim themselves provided many points that follow RPF’s exact motion of defense that include privacy, being over the age of 18, and the groomer not having any “weird” motives. The victim expressed they were actually manipulated by the document owners to thinking they were groomed. They showed signs of vulnerability at the time, believing anything that came their way.

This comes after RPF was initially adamant about the victim’s mental adulthood and clarity, while ignoring the clear signs of manipulation and vulnerability that came their way. RPF essentially thinks the 18-year-old was an adult during the s*xting with the 28-year-old, with no hint at all of manipulation. However, when Miffy and Ellie made efforts to show these conversations, suddenly they were the ones exploiting the victim.
The same argument can be made that RPF manipulated the victim in question into thinking RPF was in the clear, while we were the bad guys. This is evident in many of the statements the victim used to express the good nature of the private server and the groomers not having any ill intentions. The victim was also even worried about people leaving RPF due to the evidence present in the document.
RPF leaders also went on to not only accuse the document publishers of being involved in the misconduct, but also the 18-year-old victim of being the primary instigator. Following that, they continued to defend Beans, who supposedly “did not” know of the victim’s age.
Surely.
A common precedent in Club Penguin Armies is the leaders being held accountable on behalf of their staff or HCOM by having heavy sanctions imposed upon their army regardless of whether the leaders knew or not. This is very commonly seen with multilogging cases. There is a principle for the leader’s general oversight in concerning issues and lack of management. They would usually admit the fault in what happened and learn from it.
Now, it is more concerning knowing the RPF leaders, at the very least, knew to some extent the events that took place. Instead of acknowledging the severity of it, they double down and even triple down. Their last verdict regarding the situation is that ‘There was no grooming going on‘.
All that has now been mentioned, plus the additional context and info provided in the documents, further acknowledges the following:
The Rebel Penguin Federation was adherent to the idea that there was no lapse of judgment regarding their leaders. They knew about Beans’ intimate conversations with young, vulnerable adults. They defended these actions as morally correct and sheltered them. They blamed the victim for being the primary instigator and the whistleblowers for exposing RPF. They lied to their troops and staff into thinking they were in the right. They manipulated the victim into thinking everyone was in the wrong but RPF. They joked about the entire situation and undermined everything the victim went through.
RPF is a disgrace to our community and should not hold a position of protecting children.

The Alliance
Start of The Alliance
On September 17th, various leaders and armies in the community were frustrated with RPF’s actions and by how the situation was handled. An alliance was formed, named the ‘White Order’, a name opposite to the RPF’s color and their main pseudonym ‘Rebel’ (will be important later). This alliance consisted of 7 armies, one major army (VT) and 6 other S/M armies.
The alliance’s purpose and goal was to bring justice to the Rebel Penguin Federation, to hold them accountable for their lack of safety and enabling of sexual misconduct. This alliance was not gatekept from the community; it was an option given to the community to voice their concerns directly face-to-face toward RPF.
It is, of course, important to mention that there were valid issues that were raised: one of which was a raid against RPF in Club Penguin Journey. This raid was impromptu and decided swiftly. There were some instances of tactics that were in bad taste and shouldn’t have been sent no matter what, but it is important to mention that the individuals sending bwbs did so of their own accord/volition. This matter was addressed to the alliance and efforts were made by all participating leaders and members to prevent such issues from arising in the future.
The Community’s Reaction
With that out of the way, obviously, the chances of an S/M majority alliance beating the #1 army was slim – and this was known. Like many previous instances of the community holding armies accountable for similar reasons through war, we undeniably expected the community (especially the major armies) to aid this cause. It was made very clear that this was not about winning or losing a war, nor was it just to put more light on RPF, but to make the statement that the community will not stand for RPF’s actions.
It appeared to us that the community remained split during this situation. While valid, the community unfortunately lost focus on RPF’s action and continued criticizing how S/Ms approached this war against RPF. This indirectly helped RPF’s motion to manipulate the public into thinking they’re the good figures, further pushing more false narratives. This split pushed the major armies from taking action against their ally RPF, some remaining neutral, some unallying, and some ignoring the entire situation.
For better clarity, and for more emphasis on how wars helped push armies with horrible actions down or out of the community, let us look at a few old examples:

Now let’s look at the Rebel Penguin Federation’s case

Sexual activities in private servers by staff. Situation hidden by leaders. Little to no actions by leaders. Harbored and defended groomers.
Community:
Condemning of actions. One alliance broken. 7 armies declare war.
Result:
2 weeks TT deduction
It would be inconsiderate to say some of these situations are similar to each other, that is not the point. This goes to show how the community consistently pushed bad figures out of the community, going to the extent of war as well, something that major armies did not even consider now.
Aftermath
As a community, we unfortunately failed to hold those at the top to the same standards we are held against. While we were busy arguing amongst ourselves, not only have the major armies barely acted, but nor did the league (which we all supposedly depend on for justice and safety).
The major armies that we have always looked up to and praised for being the first to take a stand against injustice, corruption, and misconduct, have mostly remained idle. This is a deteriorating point in armies that we have unfortunately witnessed, as the Small/Medium armies are the only courageous ones to step up now. It’s funny, as some Majors swiftly decide to declare war on max 10 S/M armies over petty history drama, yet now barely care.
Later on, Miffy and Ellie decided to leave the alliance after seeing it as a waste of time in efforts to hold RPF accountable, while the community barely sees our way. This made us reconsider our approach, and thus we have decided to disband the alliance and plan the next step ahead with all the leaders.
CPA’s Response
Background
Club Penguin Armies, as an organization, has now been through incompetent, inadequate, and poor administrative positions at levels we have never seen before. The “governing body” of our community has failed to serve this community, hold armies accountable, and has lacked professional and reasonable measures of action and thinking. Most importantly, CPA has disappointed its community in its failure to implement proper measures against the endangerment of young and vulnerable members of the community.
Since the release of the documents against the Rebel Penguin Federation, various armies and community members have waited for CPA’s stance on the situation. Not many expected CPA to enforce harsh punishments, given the administration’s record of poor management in extensive situations. However, we are all aware of the power this league holds and its ability to implement severe consequences depending on the case. CPA denies this, while continuing to boast about being a “governing body” and refusing any countermeasures to what they get to decide.
Examining The Executive Statement
At last, on September 21st, CPA released an executive statement to address the events that took place. We will be dissecting every segment of this post and the countless fallacies it entails.
Nothing worth noting here other than performative blabber. However, CPA mentions having a “safe and welcoming community”, while RPF openly said they’re fine with having isolated channels in the private server for intimate sexual conversations as long as they’re 18+, which they have no way of officially verifying. No matter the age, anything sexual related should stay as far away from Club Penguin Armies as possible.

Again, here, CPA contradicts itself by saying army leaders should ‘put their best efforts’ to ensure armies are safe, while RPF fully heartedly enables sexual misconduct around their army as long as it follows ‘legality’. Another reminder: Joke is still an active staff member hidden by RPF.

Again, just so we all agree here, CPA admits these were “concerning events” taking place.

Now here is where we start to deteriorate a little. CPA respectfully contacts RPF to disclose what happened, as they praise RPF for their heroic and charitable act of maintaining respectful communication with the admins. RPF says they did not know about any misconduct the private server held. It is peculiar, though, that they knew about the subjects’ weird motives in this server 5 days prior to the documents becoming public. Having been given that first document privately, they only chose to ban one of them when it reached the wider community.
Through the closing sentences of this segment, we see RPF conducting their “own” investigation against the two individuals, which ended up in banning Beans but keeping Joke as staff, as it was “less severe”. CPA acknowledged this and mentioned that this individual will remain banned. Now there’s already a level of conflict of interest between CPA and RPF despite the compliance.
Added note: RPF says they didn’t know about the sexual misconduct, but after realizing the fact they chose to enable it by saying it’s out of our reach, and if they’re 18+ then it’s fine.
RPF is effectively saying they encourage private friend servers by their members, but when it’s found out to be controversial, it’s out of their reach.
No matter the age, anything sexual related should stay as far away from Club Penguin Armies as possible.

Throughout the post until this point, CPA has fully acknowledged all the wrongdoings of RPF, most that we have mentioned here. They found RPF’s lack of action concerning. Their lack of adequate handling of the situation was horrendous, and their hesitation put the safety of their community at risk. And also, despite knowing the concerning info on this server, they waited 5 days just to demote someone to troop.
What left the community even more confused and outraged was CPA’s punishment to this matter. Instead of issuing proper and fair measures towards RPF for all their gross actions, they decide to put a multiplier on the Top Tens.
Nonetheless, the actions of CPA speak more words than anything I can possibly write here. The community is disappointed, the community is enraged. We are at levels of disorder and disarray we have never seen before. Justice has, sadly, not been served. In a week, or max two, from now, RPF will walk like NOTHING ever happened (quite frankly this is even the case now). This goes to show yet another horrible precedent set by the CPA administration that we, the community, can do nothing about it but watch.

By now we have only gotten to the main part of the post the CPA admins have written. A few days ago, in the midst of discussions between TWO and CPA, the admins presented us with a tactic we have used that is apparently inappropriate. Now, to start, CPA chose to use the words of an individual that was not involved at all – whilst they claim the opposite, Djgtjvgxhxgy. While we were discussing the situation around RPF, CPA presented us with this tactic, which we all believed to be an absolute reach. DJ swiftly addressed the Admins by saying there are more important matters at hand than a distasteful tactic. CPA is deliberately spinning this into thinking that one of the leaders admitted it was just a joke, knowing fullheartedly that we renounced any idea that it was a horrible tactic and found it an insane reach.
This came with an already existing narrative created by the admins that we based our entire identity around the ‘KKK’, as well as saying we based our alliance name after a white supremacist group. They employed various absurd ideas to construct the “it can’t be a coincidence” narrative. It’s quite funny, if we were RPF in this situation and offered our great and indulgent service to the admins without any question of authority, we would’ve walked on a red carpet. The CPA admins have completely lost the plot, pandering to their own biased narratives against armies that stand up against their authority. This comes right after the admins heard about the potential mass departure of armies to “threaten” the league.

The Demands

Right here CPA starts to talk about TWO’s suggestions towards the admins for actions against RPF. Before stepping into each of these demands, the great proclaimed ‘Golden Age of CPA‘ administration is excited to tell you about their great security control compared to previous administrations and other communities! I personally want the entire community to get out there and put on a massive applause to one of the absolute worst administrations the Club Penguin Army community has ever witnessed.

Quite frankly, we didn’t want to say it, but CPA has said it themselves this time. CPA currently looks to please offending armies such as RPF to not create any split in their league that would cause one to leave it. RPF being the #1 army currently, they’re a top commodity for CPA that must be protected at all costs.
CPA talks about fairness and “overreach” while telling us privately that we are linked to a white supremacist group and use KKK uniforms. CPA went against the smaller armies that, of course, hold barely any influential status compared to one such as RPF, and tried labeling us as one of the worst types of groups imaginable. This narrative not only made a couple of our own individuals and armies leave the cause, but also forever tainted the only people who stood against corruption as a heinous, racist mob.

“A case-by-case basis” is another way of saying “deciding whatever I want whenever I want in whichever situation it is”. CPA says they already have regulations and principles against sexual misconduct in armies yet choose to barely act on it. The admins believe RPF was issued an adequate punishment for “mishandling the situation”, while their leaders are in an active motion of dismissing most of what occurred and was mentioned, as well as keeping one of the main offenders unbanned and as staff.
CPA here fails at adhering to proper guidelines and punishment measures against grooming and sexual misconduct towards young, impressionable members of our community in armies.

Important to note: None of these demands were compiled by me or any other associated leader. These demands were stressed by the CPA Safety Committee, Djgtjvgxhxgy as chairman.
A council for safety and security was suggested to the CPA admins, made up of trusted members of the community, to work with CPA in supporting victims as a safe space to share their situation, and to properly adjust punishments for any offenders.
Instead of CPA, at the very least, looking thoroughly at the good the community can benefit from, it was immediately declined on the basis that only they get to decide how CPA protects its vulnerable young members. At the time, CPA continues to say they cannot do much when it comes to punishing violators of the fact. The CPA admins comfortably get to choose the level of power and authority whenever they please, while simultaneously deciding they cannot take the level of action when it benefits them the most.
CPA’s Prejudice & Discrimination
The admins go on to bash the armies for “turning victims into tools” and “weaponizing the victims” in a very bizarre way. You’d think the S/M armies were the one to have groomers in their armies by the way CPA talks, while three scrolls above in the post they’re giving RPF bouquets for their charitable work.

Instead of trying to prove their reasoning behind their actions to the community, they went on to blame previous admins, such as Spotty, saying she also did not do much about Ice Warriors 3 years ago (she got fired 4 days later), and continued lying to the public maliciously to turn the eyes away from RPF and onto all of us.
It is very clear what is happening:
The moment you speak against the authority of CPA, you will be criminalized, slandered, defamed, and turned into the villain by their admins.
You prioritized the reputation and legacy of your organization over keeping the community a safe space.
This is not new, this is not exaggeration; CPA will f*ck you over if it benefits them, their top commodities, or their reputation the most.
CPA is now nothing but a constant competition between admins and their predecessors.
CPA has fallen from its grace, and no longer serves anyone but the admins, their pride, and ego.
This will no longer be ignored.
Justice will be done.
